Teaching Licence Examination for Pre-School, Primary and Secondary Teachers and Expert Associates

The Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities organises the Licence Examination for school and pre-school teachers and expert associates.
The Licence Examination is organised in line with the Rulebook on the Work Licence for Primary, Secondary School and Pre-School Teachers and Expert Associates.
Educational institutions based in the territory of AP Vojvodina submit the Request to take teaching licence examination (the document is currently available in the Serbian language only) to the Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities.

The following documents are required, along with the request:
1. Certified copy of the diploma on the acquired education;
2. Copy of the employment or professional development contract;
3. Report of the institution’s committee on the completed induction programme of the employee;
4. Proof of payment of the expenses for taking the licence examination;
5. Certified copy of the certificate of the higher education institution certifying that the candidate has met the requirements stated in Article 142 Paragraph 1 of the Law on the Foundations of Education System.

IMPORTANT NOTICE RELATED TO THE DOCUMENTATION:
• Certified copies of documents are only those copies certified by the competent authority.
• Diploma on the acquired higher education, pursuant to Article 125 of the Law on Higher Education, shall be a public document which is considered the proof of the acquired education.
• The employment or contract regulating the terms of employment must clearly state the work position which the candidate is registered to or otherwise the institution shall be required to issue a certificate evidencing the work position.
• The committee established by the principal’s decision, checks whether the induction programme of trainees has been mastered after one year of work at the institution at the earliest, and no later than 15 days from the date of the mentor’s report submission.

The request for taking the licence examination, together with the additional documentation required, may be sent to the following address:
Republic of Serbia; Autonomous Province of Vojvodina; Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities; 21000 Novi Sad; 16 Mihajla Pupina Blvd. It should contain the following note: For taking the licence examination.

Notice with details on the licence examination / preliminary examination in psychology and pedagogy (time, place, class, educational group, subject or area) shall be submitted to the institution not later than 15 days before the date set for the examination.

Notice on the topic of the class - teaching unit, activities i.e. Theme of the essay for the candidate shall be sent to the candidate via the institution employing them, generally, three days before the scheduled examination date.

The licence examination comprises a written and oral part, and it begins by holding the class, performing the activity and/or presenting the essay.
The written part comprises: a lesson plan for teachers, preparation of pre-school teacher’s activities and/or preparation of an essay for expert associates.
The candidate with a written preparation of a class or activity, or a written essay, may commence the examination. A lesson plan for teachers and pre-school teachers may consist of up to two pages of handwritten text, and up to the six-page essay for an expert associate.
The oral part of the exam comprises the testing of:
1. Capacity of the trainee to independently carry out the educational work;
2. Trainee competence to solve specific situations in pedagogical practice;
3. Knowledge of regulations in the field of education.

The costs of taking the license examination for the first time are covered by the institution where the candidate is employed, while the costs of the retaking of the part or entire examination are covered by the candidate.
The trainee whose employment in an institution ends during the teaching licence examination shall be entitled to continue with the commenced examination, in accordance with the Law, bearing in mind that the examination costs shall be covered by the candidate alone, at the time of submitting a new request.

The costs of the licence examination of 10,000.00 RSD (for the exam re-taking: one part of the exam: 4,500.00; two parts: 6,500.00 RSD) shall be paid as follows:
- Drawing account number: 840-742331843-51;
- Model and reference number: 97 45223094270163;
- Recipient: Budget of AP Vojvodina, Provincial Secretariat for Education, Regulations, Administration and National Minorities - National Communities;
Purpose of payment: Fees for taking the licence examination.
