Recognition of foreign school documents in primary and secondary education

Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities has been entrusted with the recognition of foreign school documents in primary and secondary education acquired abroad.

Citizens of the Republic of Serbia, foreign citizens, as well as persons without a citizenship are entitled to require the recognition of the foreign school document’s equivalence with the appropriate national school document, in respect of the right to continue the education and right to employment.

Application Procedure

The foreign school document recognition procedure is initiated by submitting the application to the Provincial Secretariat for Education, Regulations, Administration and National Minorities – National Communities, 16, Mihajlo Pupin Blvd., 21000 Novi Sad (by mail or in person, delivering it to the Registry Office of Provincial Bodies).

Along with the request for the recognition of foreign school documents, applicants are required to submit the following documentation:

1. If the primary or secondary school has been fully completed abroad:
• Original certificates for all grades completed abroad (a diploma on passed graduation examination is also required for the secondary school);
• Two copies of these certificates;
• Two copies of the certificate of the final grade completed abroad, translated by a court interpreter;
• Confirmation of the paid fee.

2. If the primary or secondary school started in the Republic of Serbia and continued abroad:
• A photocopy of the report book or certificate of the last grade completed in the Republic of Serbia;
• Original certificates for all grades completed abroad;
• Two copies of certificates acquired abroad;
• Two copies of the certificate of the final grade completed abroad, translated by a court interpreter;
• Confirmation of the paid fee.

In cases of bilingual certificates and diplomas (one of which is written in Serbian or other language in the official use in the territory of the Province), certificates issued in Slovak, Hungarian, Ruthenian or Romanian languages or certificates issues in the Republic of Croatia or Federation of Bosnia and Herzegovina, the translation is not required.

Important
- Diplomas and certificates from the Republic of Srpska are not subject to the procedure of the recognition of foreign school documents (at all levels of education);
- Primary school pupils from Bosnia and Herzegovina (Republic of Srpska and Federation of Bosnia and Herzegovina) and Montenegro, who started their education in the reformed nine-year system, are enrolled in the previous grade and if they skipped the grade they are enrolled in the previous grade;
- Diplomas and certificates acquired abroad during the existence of the SFRY in the former republics, as well as the in the State Union of Serbia and Montenegro are not subject to the procedure of the recognition of foreign school documents;
- For the recognition of education acquired in the USA, if only the twelfth grade has been finished, it is necessary to submit the transcript of the twelfth grade and the diploma as well as the two copies of the translation;
- If the school does not issue a diploma, it is necessary to obtain a letter from the Principal stating the reason why the school did not issue a diploma, which confirms the pupil has successfully achieved the right to enroll a university in the USA; instead of a diploma, the proof of passed examinations: GED, SAT or ACT may be submitted;
- Diplomas (certificates) acquired in the Russian Federation and the former republics of the USSR are not recognised as the finished grammar school, but as the second or third grade of the grammar school with the right to enroll a faculty. The aforementioned implies that the holders of these diplomas do not have finished secondary school, but may submit applications to enroll institutions of higher education. While submitting the request, it is necessary to submit the originals of the certificates and transcripts of grades, with two copies of translations by a court interpreter;
- Originals of foreign school documents, diplomas and the last completed grade must be certified by APOSTILLE stamp, otherwise the request shall not be taken into consideration. School documents do not need to be certified by APOSTILLE stamp, it they are issued in the following countries: Slovenia, Austria, Bosnia and Herzegovina, Bulgaria, Czech Republic, Slovakia, Greece, Croatia, Iraq, Cyprus, Hungary, Macedonia, Mongolia, Poland, Romania, Russia, Sweden, Montenegro and France.

The legally prescribed timeframe for passing the decision on the recognition of a foreign school document is 30 days from the date of submitting the application.
